Creating a Culture of Safety, Reducing Line of Duty Deaths in America

On average we lose a law enforcement officer in a line of duty incident every 54 hours, 120 officers paid the ultimate sacrifice in 2012. Many of our line of duty deaths are preventable. The National Law Enforcement Officers Memorial Fund conducts on-going research on the causes of line of duty deaths and ways to prevent them. Over the past several years the Memorial Fund began working with several agencies including the National Highway Traffic Administration and the Department of Justice, VALOR program to look at ways to reduce line of duty deaths. Everyone involved realized that to save officers lives and reduce deaths and injuries, we would first have to “Change the Culture” of American law enforcement professionals. In this session we will look at current trends and what we all can do to reduce preventable line of duty deaths.

Response to Active Shooter

The session will provide law enforcement professionals and attendees the knowledge, skills and attitudes that will be useful to them when working in their assigned area of operation. This session will focus on the ability of the officer to work as a team and if necessary as an individual when responding to a report of an active shooter. Lastly, real world situations and scenarios will provide the law enforcement professional with an understanding as to the advantages and benefits of learning and maintaining the skills associated with high risk operations such as an active shooter.

TEMS - Surviving the X"- Officer Self-Aid and Buddy Care to Get You Off of the "X"

This presentation will focus heavily on self-applied tourniquet use and other "care under fire" techniques that every Law Enforcement Officer should learn, train, and practice until they are second nature. Unfortunately some wounds that officers sustain when injured in the line of duty are not survivable, that being said there are still numerous officers being killed each year by injuries that if rapidly treated in the field are survivable. The focus of this presentation will be to introduce the concepts and equipment needed to treat these "survivable" wounds with an emphasis on "getting back in the fight" for the purpose of self-preservation and "ending the threat."

Multiple Assault, Counter Terrorism Action Capabilities (MACTAC) is the next version of Active Shooter Tactics. We did not change any existing Active Shooter Tactics, but we added Small Unit Maneuver Tactics and TTPs that will increase Officer Survivability and increase the rapidity of Police response to an Active Shooter, a Terrorist Attack, or a Hostage Siege incident.
